Why do reports appear in this queue?
The spatial auto-assignment engine routes citizen tickets to the primary or secondary authority within a ghat’s 2000-meter buffer. If an incident is beyond all buffers or designated officers are toggled Off Duty with no active secondary fallback, the ticket safely drops here for supervisory routing.
